Pesca marítima y acumulación por desposesión en Argentina (1966-2018): extranjerización del recurso, crisis socio-ambiental, precarización laboral y redistribuciones estatales

(Spa) Para el marxismo clásico, la llamada acumulación originaria o primitiva se limitó a moldear la prehistoria del sistema capitalista. Sin embargo, y dado que ese proceso continuó operando sin interrupción, el geógrafo inglés David Harvey propone redefinirlo en términos de “acumulación por desposesión”. Sobre la base de bibliografía especializada, fuentes oficiales, investigaciones independientes e información periodística, este artículo busca tender puentes entre lo teórico y lo empírico estudiando la compleja relación entre acumulación por desposesión y pesca marítima en Argentina durante el período 1966-2018. Para ello, se recurre a cuatro categorías de análisis propuestas por dicho autor: cercamiento, privatización y apropiación neocolonial imperial de recursos naturales; despojo ecológico y producción de crisis; precarización laboral y trabajo esclavo; y redistribuciones estatales. Los resultados muestran claramente que, al menos en el caso argentino, la pesca marítima debe ser considerada e interpretada como una modalidad de acumulación por derecho propio.

(Eng) According to classic Marxism, the so - called original or primitiv e accumulation was limited to shaping the prehistory of capitalist system. However, since such process continued to operate without interruption, the British geographer David Harvey proposes to redefine it in terms of “accumulation by dispossession”. Based on specialized bibliography, official data, independant research and journalistic information, t his paper seeks to build bridges between the theoretical and the empirical by studying the complex relationship between accumulation by dispossession and sea f ishing in Argentina during the period 1966 - 2018. In order to do this, four categories of analysis were used: enclosure, privatization and the (neo)colonial, imperial appropriation of natural resources; ecological looting and crisis production; slavery and the labor market’s precarization; and state redistributions. The findings clearly demonstrate that, at least in the Argentinean case, sea fishing must be considered and interpretated as a mechanism of acummulation by dispossession by its own merit.
